fixes #10380

Please also have a look at matomo-org/component-cache#13 which is related. Once merged we should release [email protected]

Guess some of the screenshots needs to be updated... at least http://builds-artifacts.piwik.org/piwik/piwik/3.x-dev/19926/Installation_system_check.png

I'll merge this one and deal with the screenshots once merged. There were couple of random UI failures. I'll try to make the Piwik 3 build green once merged
