Bump up version to 1.18.0 since the release branch has been cut.

why not 1.17.3 to match with the release tag?

In my understanding, this is for bumping up the version in main branch. and after the release branch is cut , we need to update the version number to next main .0 release. however, version on rel-1.17.3 should match with the patch number "1.17.3"
