Integrates paritytech/libusb-sys#2 but not paritytech/libusb-sys#4
Thanks to paritytech/libusb-sys#2, when building for
pc-windows-gnu
we can build libusb manually and put a[target.x86_64-pc-windows-gnu.usb-1.0]
section in a.cargo/config
, so that the manually-compiled libusb is picked up by Rust/Cargo.
