Add job-scheduler and common-utils to 1.4 manifest

Description

Adds job-scheduler and common-utils to 1.4 manifest. These are used by many other components and should unblock 1.x CI/CD for those that are currently failing due to missing SNAPSHOT artifacts.

I don't see any updates on #1749 @opensearch-project/engineering-effectiveness are we releasing 1.4.0 ?

Not necessarily for release, but it's so component 1.x branches can show successful CI. Currently they fail due to version mismatch (if not on 1.4.0.0), or if on 1.4.0.0, because of missing dependencies such as common-utils (see here). So I'm hoping to add here to resolve those issues for components dependent on common-utils and job-scheduler

@peternied correct me if I'm wrong, and if there's other steps to get the snapshot artifacts uploaded.
