Dependabot recently gained the ability to update the commented version number when bumping dependency versions. However, this requires having the correct dependency version to begin with. This PR corrects the outdated version strings for Github action dependencies.
Fixes #427 (hopefully - there has been at least one report of the automatic version string updates not working)
