Learn about vigilant mode.

This is essentially a clone of the library we wrote during the Rapid React(2022) season.

Things I changed:

  • Give it a build system
  • Edit doxygen to make it based on this library, rather than the 2022 robot code
  • Add some github workflows
  • Document a little more

The next releases, until the start of the next season, will be us cleaning up the code, documenting, and shortening constructors because they are way too long.

Additionally, having this release here is nice because it's a fallback just in case we really screw things up while trying to "improve" them.
