Based on #513 for simplicity. Now that ipopt is available on Windows thanks to conda-forge/ipopt-feedstock#47, at least compilation should work fine also on Windows, but let's see.

There are still some problems, mainly related to the fact that there is no vs2017_win64-like package for Visual Studio 2019, and GitHub Actions only supports Visual Studio 2019. While we could hack this, to do it cleanly we should fix conda-forge/vc-feedstock#20 (related PR: conda-forge/vc-feedstock#19).
