Material overwrite

Material overwrites are pretty simple. Just add an entry with the new harvest level of this material.
# Iron is now level 4
S:iron=4
- Tinkers' Construct tools can only be overwritten using materials
- Different mods may add the same material under different names, you will have to add an overwrite for each one.
