Removes erroneous addressOrOptionsOrContext !== 'string' check in Contract constructor

closes #5433

When instantiating Contract with the following, addressOrOptionsOrContext was something other than string causing the ternary to use the falsey path setting undefined for the provider

const provider = 'http://127.0.0.1:8545';
const contract = new Contract([], '', {
    provider,
});
