What's the problem this PR addresses?
Bumps TypeScript to 4.3 beta. Hopefully we'll catch bugs if there are any (my own editor made a mess by crashing the TS server repeatedly but I'm not sure why ... after enabling the logs the crashes stoped, and didn't come back when I removed them again 🤔).
