geonode.geoserver test @ Travis is failing because maxmind changed their download policy.

Starting December 30, 2019, we will be requiring users of our GeoLite2 databases to register for a MaxMind account and obtain a license key in order to download GeoLite2 databases.

Update:
Just tested the updated URL with following PR: #5465
This works so far but two things to consider:

1. Travis is failing with geonode-selenium Travis Selenium Integration Tests SPCGeonode is failing #5466. IMHO this is not related to geolite as it also happend before. See: Travis Selenium Integration Tests SPCGeonode is failing #5466
2. The changed URL should only be an interim solution to not stop the work on py3 migration. In general I see following problems:

• hosting the file might conflict with the Maxmind Eula
• The database is not updated
• The solution is unsafe as the file might get deleted again

Possible solutions
Therefore it is conceivable to force users to reigster at Maxmind, create the token and add a new settings var which is used by paver? Or otherwise can we use the Maxmind api (instead of the database file)? Last but not least are there any other data providers we could use?
