initrd hangs on s390x/multipath

Describe the bug
Recreating initrds on updated FC37/FC38 on s390x zVMs with multipath causes a subsequent reboot to hang with the following console log:

• not affected: FC37 without updates
• affected: updated FC37, FC38

Dracut version

To Reproduce

• ask on internal RH Slack #team-kernel-cki to get an affected zVM

Expected behavior

• should not hang

Additional context
This problem was introduced with #2010.

Reverting this single change on top of 059-1.fc37 fixes the hangs.
