Do we really need this? The AC states that each individual feature should be off by default but I believe we want CoBlocks Labs to be available at all times. I would remove this condition throughout the codebase or if it's legitimately needed, default to true.

The preview isn't focusing the line so to be more specific I'm talking about isLabsEnabled and the coblocks_labs_controls_enabled filter.

Labs should be disabled by default at this time except unless explicitly enabled with a PHP filter.

Yes, that is the case. I forget the exact error but it was something like missing deps error.

Description
When testing this component you must use a custom filter to enable CoBlocks labs.
CoBlocks Labs modal showcases and enables access to Site Design, Site Content, and Layout Selector features.
The layout selector feature had been previously technically enabled however templates are only provided by Go theme. The changes here will alter the Layout selector to be conditional to the Go theme only and is therefore non-extensible by other themes.
We should have a follow-up iteration on this to move all of the Icons over to coblocks-icons package.

How has this been tested?
New tests have been added with these controls. It would be nice to have some E2E tests for the Site Design and Site Content controls but I suggest that in a separate PR.
