Update all PVCs to use recommended pattern

In #116 it was decided that the recommended pattern for storageClass use in PVCs was to conditionally use the beta annotation if a storageClass is provided, or falling back to the alpha annotation if no storageClass is provided. See #235 for an implementation of the described approach.

This task will be used to track the progress of this update across charts. We will prioritise merging charts that are used as dependencies (P1) so that the charts in the P2 list can also include the change in their dependencies.
