Inconsistencies in the number of articles displayed inside the topic cards #2133

Steps to reproduce
Steps to reproduce the behavior:

  1. Go to a product page (example: https://support.allizom.org/en-US/products/firefox)
  2. Observe the displayed topic cards.

Expected behavior
Each topic card should display up to 3 articles from that topic category. We should display less if that particular category has <3 articles

Actual behavior
Some topic cards are displaying 3 articles while some are displaying only 1 (even though the article count for that category is >1) and some topic cards are displaying no articles (even though the article count for that category is >0)

Desktop:

  • OS: Windows 11
  • Browser: Firefox

Additional context
This issue is reproducible in stage

This updates the topic cards on Product landing and AAQ

* A utility function builds the topics_context for the cards
* Article and Topic links are corrected
* This addresses:
    * mozilla/sumo#2128 - 500 error
    * mozilla/sumo#2134 - Links wrong
    * mozilla/sumo#2130 - Articles not listed
    * mozilla/sumo#2133 - Number of articles
      displayed
