We understandably get a lot of email from people confused about how the account system works. If we clean this up, and add a faq (#259), we can hopefully cut down on the confusion. Related: #235

When someon requests a WCA id be connected to their account, we need to pick delegates to notify. @Luis-J-Ianez had a clever idea:

What is wrong in asking the competitor? For example:

In order to validate your account, we need a delegate to confirm your identity. From the delegates below, select the one you think knows you better:

[x] <name of the delegate who more often delegated your competitions> (for example "Luis J. Iáñez")
[ ] <name of the delegate of your last competition who is not a) [if any]> (for example "Javier Tirado")
[ ] Other:
    (x) <list...
    ( ) ...of all...
    ( ) ...
    ( ) ...delegates [dropdown list]>

Users can now request a WCA id to connect with their account.

delegate the user chose to do the connecting.

Added a little javascript button to "approve" unconfirmed wca ids. You

still need to click save after clicking approve. It just saves you from
having to copy paste. thewca#260.
