The `process.ref(...)` and `process.unref(...)` methods are intended to replace the use of `ref()` and `unref()` methods defined directly on individual API objects. Removing PLC1901 and RUF100 from the list of Python lint rules to ignore does not result in any errors. This commit updates test/parallel/test-child-process-windows-hide.js to use node:test. This allows the test to use the built in mocking functionality instead of managing spies manually. It also prevents multiple child processes from being spawned in parallel, which can be problematic in the CI.
