Tweaks shield parts to bring the average quality of randomly generated shields up. In designing this mod, several core tenets were adhered to...
1) No brand should cripple your shield.
2) Every brand should have something going for it.
If an attribute was increased, it may have been increased a lot. If an attribute was decreased, it wasn't decreased by much. Excellent brands were already very close to the target 'quality'.
Overall, shields should offer a little bit more tankiness and special effects should be stronger.

Due to an as of yet unfixable bug, the Cracked Sash's inventory presentation is broken by this mod. This makes it impossible to determine its recharge rate and delay without guesswork. Its HUD capacity displays correctly.
